Row gives the drop rate bonus whether it's in the inventory or equipped, as long as type 1 has a charge. You can see drop rate boost activity in quest tab, view guide, maximizing boosts, as it updates live. Drop tables update live to your drop rate boosts/effect, so can see that way as well.
