Make it so opt in or out will cost 50k blood money as example. So whether you want to disable or enable it, you need to pay everytime.

I agree with this, but would like it to be at least 100k+ blood money. Five wilderness task with the looming threat of your target would certainly give you an appreciation for opting out.
