True, but having option to not lose it in deep wilderness would motivate pkers to get one.
Basically turning infernal into max infernal has downsides instead of benefits. By turning it into max, you can't use it in CW tournaments.
On OSRS, there's 2k total worlds which are very useful, but for obviously that cannot be used in rsps.
Unless you're talking about some deep wilderness max gear pking, i don't see why shouldn't i just use a max fire cape for whatever reason i would need it for 20 minutes.

Max cape should have the OSRS benefits IMO. Palidino should make the locations where the max cape takes you worthwile. E.g. Tele to crafting guild - gain 2x more xp there than somewhere else. etc.

XP benefits for someone who already has max total level. Meh.
People like getting 200m's. You could maybe make it a money maker too?
